Its called divide and conquer. You create friction and divide the people into their races and let them fight it out between themselves. Then you cater to each group of special interests individually and garner their favor.

On income, I am afraid it is not merely a cynical way of getting votes, which I could almost understand. They seem to genuinely believe their rhetoric: that the rich owe the rest, and have gotten their wealth illicitly, and that the world is upside-down to "allow" some to have more than others (even if the bottom has safety nets and is itself rising). They don't seem to realize that in a free society there will be income disparities, and furthermore, that vigorous economies rely on these disparities, for without a small number of individuals with capital, smart business endeavors could not begin.
