I checked the fuses in the fuse block and they are fine. I have a hard time believing that both motors are shot for the back windows. Its a 92 Mercury Sable. Are there other fuses that I dont know about? I realize there is a safety lock but thats not it either. I changed all the controlls too.

Most likely you have a broken wire in the control harness. Do you have power to the window motor? if so the motor is bad. If not, you will have to trace the circuit.

Motors are most likely burnt out. You'll just have to get them replaced. Had this happen recently. With that old of car, your lucky any of the windows work. Replace the motors and you should be fine. IF, and this is an unlikely if, it still doesn't work, you might have faulty wiring running back to both windows, and they're most likely run together. Check the motors first though. rewiring is expensive.

sounds like both have died...it is not unheard of for them to go out at the same time...but you need to fist make sure you are getting power to the window lift motors...if you aren't getting power then it is a wirng problem if you are getting power then it is the motor

good luck
