Do you have your own place? Does he has his own place? is he shy? is he outgoing? Does he have plans for tomorrow? You have to keep all these in mind to prevent a disaster.
Find a place where you both can be alone. Watch his favorite movie with him. Wear a dress that shows a bit of leg (not too much though) every straight guy likes a girl in a dress.
If possible you both should get drunk, so if you say or do something you may regret later, you can always blame it on the booze
Maybe you should wait a day or two after his birthday, some weeknight, when the phone wouldnt ring and no one would show up.

This is a tough one. No flowers or mushy cards. Get take-out and sit down and watch a movie where you can both laugh together. If you both talk during the movie and joke around, laugh and give him a quick peck. If he seems startled, apologize. If not, well, you might be married a few months later like me!
