Wikipedia and type in "newspapers" then there should be a link a the end of the page that should say "List of Newspapers" or something.

Type it into your search engine. There is a web site that lists newspapers and provides a link to each one.

2. Newspapers are listed in the "Periodicals in Publication," which list all ISSN's that have been registered.
