most pictures on the internet have comments saying: "may be subject to copyright". Does that mean they can or cannot be used by the public?

There are different kinds of image souces from the internet. Some are free copyrighted which means you're allowed to use them. There are also some copyrighted images that should no be used on an ad campaign. If you use someone else's work to get some kinds of profitably way such as making an ad campaign, you need to negotiate with the original author about the share. Sometime the author does not care much about that but there are other cases!
In fact, without the author's permission if you can not let the whole original look of that image but if you re-edit the image to make it somewhat different the issue of copyright would be less serious.

Most pictures are copyrighted and can not be used. Also they are at a low quality. They use 72 dpi (dots per inch) and it is for use on monitors only. If you plan to use the pictures on a printed document it needs to be at least 250 dpi or higher.

You may be able to purchase a 'license' to use the photo. Only the copyright holder can issue such a license.

If it is copyrighted, it cannot be used without the express consent (get it in writing) of the owner
