My biggest problem in figuring this out was that part about not spending any money. I could have told my prof that anytime the government gets involved things just get worse. Worst of all, my wife got sick and I didn't get to class that night. I was interested in seeing how many of the groups started out their answer with "let's raise taxes on the well-off to pay for the less fortunate."

first, it all depends on the guv, and whether she is honest or not. too many politicians put pressure on schools to raise test scores, and the principals and teachers get intimidated into taking shortcuts that artificially raise scores without helping the kids.

If the guv is serious, she should get outside experts (preferably from outside the state) to study the state's testing system, and determine if the tests are really testing what kids need to be learning. politics has to be kept out of it.

once a study is done to establish proper tests and test methods, the guv could use her ability to get free publicity and public support, to encourage people, especially parents of pre-schoolers, to work with their young children, and teach them reading and arithmetic skills so that they will be prepared for school. she should also encourage news media to provide more information and public service ads to inform parents how to help their kids ... except for TV ... which has no legitimate place around kids. TV turns kids' (and adults') minds to mush.

I think the Governor just care less if they learn or not. So what he is saying if you bring me votes without any cost and I'm up for it. Number 1 and 3 are speculative until the plan is put in effect. And number 2 just builds a big wall in the process. I would address the problem by electing a new Governor.

Agree with first answerer. I know its just a project, but the governor part to me makes the question offesive. It must work and be free. ICK! and wants to get relelected? ICK.
anyhow, i dont think its possible. If things were free like that, they would be implemented everywhere.
