Well, being a comic book enthusiast, Luthor is definitely smarter than Bats.
But Bats has the edge when it comes to all the physical skills and talents.
So, if it was just at inventing I'd give it to Luthor. If it was at kicking azz, without a doubt it would be Bats.

Batman would win. He would fool Lex Luthor, saying: look, a unidentified flying merchandise! Lex would be tricked and Batman punches him contained in the face and Lex is knocked out and Batman leaves Lex Luthor's mansion.

Lex luthor is not Batman's enemy. Lex Luthor has never fought against Batman.
Lex luthor is Superman's enemy. I think you are confused with Batman and Superman.
Batman's notable enemies/villains are Joker, Penguin, Riddler, 2Face, etc.

Non of them would win, if batman wins he will be crossing over to superman and he would take his job away, for defeating lex. and lex cant win because if he does then batman would end and the show would be canceled or turned into lexman.
