I'd have to say New York or Chicago--those are some very vertical cities--I'd bet they have more people per square mile than anywhere else.

If you are talking about a region, I'd say anywhere coastal is more populated than anywhere non-costal. Probably the area on the Atlantic coast between Boston and Baltimore is number 1.
