average is 12 or 18 months, A mate got 3 years on his 3rd ban he was being really dangerous though (28+ POINTS), was made an exampe of. hasn't put a foot wrong since.

there was a firm whose company drivers were made to use a Lada for a month when they had driven badly. The same could apply- dangerous drivers limited to driving a green Reliant Robin for a year.
