I've pressure washed it and have used a degreaser on it with no luck. The stain is large and the oil was there for several days before I knew it. Waterproofing has been worn off the deck. Any ideas on how to repair the damage before I water seal it?

That's a hard one but you can try bleach that is made for outside use I know it takes the oil off of the drive way and a friend of mine uses it when redoing hardwood floors. You can get it at Lowe's or Home Depot

use a deck stripper it will prep the deck, normally you should never ever use a power washer on a deck. it ages the wood by loosening wood fibers that will come off and if you stained the stain will come off as well.. knowing you used a power washer I would suggest you strip it neutralized it then stain it... you need at least 3 days of above 10 freezing an no rain in the forecast for at least 3 days...
