Yes, Portland Oregon has Gay ownder and gay friendly businesses can be found throughout the city, not just on Stark Street ( its main gay drag) If your brother like a diverse landscape, the ocean is to the West, mountains to the East and wince country to the South. It's the perfect city for the out doors type. That said, there's also plenty of partying and social stuff. In addition to numerous clubs, there's even a Gay and Lesbian Bowling Association. Hey, to each his own.
Tell you're brother to move to Porland, Oregon. He'll like it for sure. I go to UW (seattle) grad school and go to Portland once a month to party and shop.

I am not sure, he or you can do a search online to see if there are gay communities out there. Sometimes they tend to be sporty type of communites, but there must be at least ONE up there!! Don't forget just keep searching! Being new is always a struggle, because we do not wish to feel rejected. Once we find what we are looking for though, things change and we begin to loosen up a bit. I wish your brother well.

I've heard that there is, but don't know for sure. I do know it's a pretty tolerant city with a pretty big Bohemian culture going back a lot of years. A good google should give you a clue.
