You can buy these forms at an office supply. Call around and see who has them, before you shop. Also, these forms are easily gotten off the internet. There is a software that you can buy called, Family Lawyer which also has everything you would need. You can normally find this on Ebay, Amazon, etc. If you are a Landlord with more rentals, I would suggest you buy this software. It costs about $29.95, but I got mine on Ebay for about $7.00 and it was brand new, still in the original box unopened. Also, you can pay for priority mail and have it with 2-3 days, and that would keep you from going out and shopping.

There are only two reasons the landlord should be responsible for electricity. First,if it is part of the lease agreement that the landlord has to pay the electricity out of the rent payment. Secondly, the landlord is responsible for electricity for some reason. That is very uncommon, but sometimes in Condo's or other associations it MIGHT be. Bottom line is in most situations, the landlord is not responsible, legally or otherwise, for maintaining electricity for the property. Just because the landlord took no action and may be sensitive to the situation doesn't she waived her right to rent during the blackout. Some utilities are statutory and must be paid by the landlord. Accordingly in those situations, if the utility stops working, they must make sure it is fixed at their expense. Failure to take action to recovery of the property is not a waiver to do so. If you have the money, you should pay it. If you don't you should try to cut a deal. It is highly unlikely that you would prevail if you counter sue.

I think a "Constable" has to deliver, eviction notices... They do in Laughlin, Nevada anyway... Now, for a 3 day, notice to "Pay-up, or Quit" I think you have to get a Judge to sign that, or maybe a Judges secretary... Just call your local court house, or if the phone line is continuelly "Busy", I do know how busy People & businesses are, in L.A., I'm from Long Beach... I would personally go down there.. And ask the "Clerks" office, to quide you too the right people... You may have to do it yourself, and just get the "Fees-waived" by filling out, one of those forms. Fee-waiver.. But, I would make sure its all "Legal" so they wont have anything they can argue with you, about... Get it stamped, if you have too, so they know when they see that stamp, its a "Legal-Document!!!" Good-Luck, to you, and I'm sorry your in this position... The court house, will do you "Right!!" Smile!
