If so, why? No, pot highs don't count.

Euphoria is the sensation that you have described and the reason that feeling arises is when you are so happy with yourself and life it stimulates a part of your brain resulting in the sensation of love towards the universe. There are different reasons for the feelings developing, for majority of society it is usually associated with being in love, work promotion, first experiences (as long as they are positive), victory over a struggle/task that has been overwhelming you and so on. For myself I feel that the first time I encountered this experience I was a youth and going out on the town with my friends and my then time boyfriend when we all decided to act our ages (teen) and we had harmless fun sneaking into clubs and experiencing what life had to offer...sometimes in such a busy Multi-facteted society we forget the pleasure of youth and when we get the opportunities as adults to re-live or experience similar sensations it releases endorphins that increase the euphoric feeling. I hope that helps!

Many times, when a person gets totally absorbed in the picturesque surrounding which simply overwhelms, he feels like jumping around and telling everyone about his love for everthing and everyone around.

Oh, yeah. Being in love, efflusive infatuation, is grand. Once in a while I get the spark again, then my wife sullenly says, "I don't know what you are on, but I hope you get over it soon." Still it brightens and cheers her day a tad, even though she often won't admit it. (and I'm not a 'bubbly' person, normally)
