If a man has a ex girl that he keeps as a safety net, why in the world would they try and establish a relationship with someone else? Possibly go as far as wanting to marry someone else?

You already answered your own question with the "safety net". In other words they are good for sex and stuff, but not good enough to be a full girlfriend or something else. In some cases the girl may not want him either, that he is great in bed, but is a bad boyfriend, and not someone that she can take home to her parents.

In short the sex is good, but your not sharing anything else that would grow into a long and lasting relationship, or "someone I can take home to meet the family". Let us just hope that the safety net goes away after the right person enters the picture. We all have this person in our minds we want to marry, but maybe that person is not here as of yet, but you are, and you for fill my sexual needs for now, so I'll keep you around until someone better comes along (or that person grows into what they want for long term growth). I can't understand why the ex would want to be a safety net and not get on with her life. I would worry about that. I know that my boys and I are still friends with exes, but it depends on the people involved. Leave him if it bothers you that much or if you're serious about him you should be able to talk about your feelings.
