Diluted vinegar water works. Also when you painted or if you paint again use KILZ it is a paint primer that now you can also get in colors for the walls that seals the stains etc behind it. It smells really bad when using so make sure that you have good ventilation

With the problems you're having it sounds like you're going to be repainting your walls. What I've done in older houses that I have painted was washed the walls down with TSP (Trisodiumphosphate) It's a wall cleaner used to clean and prep your walls before painting. You can find it in the paint department of any home improvement center.Simply follow the directions on the box. After you clean the walls apply a coat of Kilz stain blocker. I prefer the oil base but it is now avalible in latex to. It really smells so make sure you have proper ventalation.Follow this with the color of your choice and your problems should be solved Good Luck !

About the only thing you can do now ( since you already tried painting over it ) is strip the paint off the walls, the new paint & the old. Use Kilz a couple of coats of Kilz primer ( excellent primer ) then repaint.

You might want to try sealing the walls before you repaint them. I ordinarily would suggest scrubbing down the walls first, but you've already painted over them so that won't help you.
Good luck! Cigarette smoke is a bear to get rid of at best!

You must prime before you paint. Killz premium brand primer covers everything. You can buy this at your local home store or paint shop. Put a coat or two down then repaint the area affected and you should be fine.

I would say try washing your walls with hot water and soap. Then try painting over that but just to be on the safe side I would put a few coatings on it, If that doesn't work I wouldn't know what to do to get rid of it.

It should not be bleeding thru the paint, if it is you will have to prime the walls then repaint. You can try washing the walls down with TSP you can buy this at Walmart.

Did you use a primer on the walls before painting, that should help. If not, prime the walls and paint again.

The best thing I've found that works, I was into apt maintenance, was to wash the walls with TSP(tri sodium phosphate) then prime em and paint em. You can't just wipe em down because that nicotine is thick. Good luck
