Aside from moth problems, mothballs can also be used to repel mice & rats. Exterminators often recommend putting a bunch of mothballs in a sock or cloth, then hanging it inside a garage or attic you wish to keep rodent-free.

Yes mothballs are highly toxic to cats or any pet avoid,you need to deter not harm and good that you checked by asking on here first,natural pet repellents are available at pet stores,or you could try orange peels or pepper which cats hate but wont harm them, what my sister did in the past when she had a problem like this was use a sprinkle of human urine,sounds horrible but she told me it did work for her but the cats went to a different area of garden, so she kept on having to put urine in all areas,but at least it worked and was harmless, or you could try a sprinkler in the garden that had a sense and will switch itself on if a cat goes anywhere close to your garden,but please avoid moth balls as they can kill cats or wildlife.
