I would like a person from Moscow Russia to visit. What does this person do and how do I help.

Demonstrating that your Russian friend does not intend to stay in US is the hardest part. Also he/she must prove that she does have a very high income in Russia and a stable life which consists ,but is not be limited to , of a stable job, a family, a spouse, a home,etc.

The person from Moscow just needs to have a current passport and visa entry to the US. He can go to the US Embassy in his country and make an application. Or perhaps his government postal system issues the necessary documents.
