Singapore for sure.
1.It has population comprising of
all the countries of the world.
2.Mixed culture of the entire world
3.No crimes there in Singapore.
4.Strict Administration.
5. No law & Order problem.
6. Rich heritage.
7. Business center of the East
8. One of the highest Per Capita Income.
9. No beggers on the Street.
10. No Polluting industries.
11. Moral & Ethical Past.
12. All religions are existant.
13. No communal Tension.
14.Mixture of the best from East and Western civilisations.

Heeeeeeeey, what about Germany???? But I agree, it is very hard to answer that one as every culure is unique and it is impossible to compare them. But also, every culture has it's advantages and disadvantages. I think it can be very dangerous to ask those kind of questions (although probably not in this context) as everyone is convinced that their country is the best and would soon start fighting...
That's why no one should ask, what religion might be the best.

I don't kow who has the best but I think the japenese have a beautiful and serine culture. I love the clothing, the language and their customs. I love the African culture also. They have the most beautiful music too me and dance. Also I love their differences in languages and the beauty of the simplicity of many Africans.

Your question is like asking which flavor of ice cream is best, or what kind of pie is best.
What is best to one person, is far from best to another.
Each country has its own beliefs and way of doing things. The best is the one fits in to your likes and dislikes. But don't expect everyone else to agree with you.

There are so many things interesting about all different cultures, I think it would be impossible to deem one "the best". You can have a favorite, but "the best" would probably be impossible.

being a indian i can say the we have the best culture as the only country in world who is secular. we beleive all are made by one god "Ako deva sarvesu gudah" . we worship tree, animals, stones, river, moon, sun, stars, earth, men and women this is unique in whole world. we call our nation mother, we have a unique relationship, the only religion which have caste related work, we have gave the world the power of non-violence. aaurbeda, yoga and lots more for human help.
