The other router may have WEP or WPA turned on. Or the signal loses too much strength coming through the walls. Or they have MAC address authentication turned on and it's denying your wireless card an IP address.

1. signal is weak coz you are between walls
2. connection to the router is passworded
3. wrong configurations

when you are looking at the list of networks to connect to look for a network that does not have the lock icon on it. if it does you will need a key to access that network. good luck
