Drink lots of water, do lots of situps / crunches, walk everyday, and put lotion on your stomach once in the morning and again at night. I did this and I had stretch marks literally making a belt around my complete belly, and onto my butt. With doing what I said to do, mine are almost completely gone and I feel better for it.

You could try mederma, or laser therapy treatments.
But usually it takes a plastic surgery to be 100% effective.
