I have two fancy goldfish that for the past week have been hiding under a plastic plant. before thats they swam around fine. There not dead and come out very willingly when i feed them but with in seconds there back under the plant? Should I remove the plant? Could they have had babys? are they sick?

I changed the water and cleaned the tank about a week and a half ago.I added an organic waste control for the first time. It said to put 2 caps in, I only put half a cap. Could the ammonia or nitrite levels be causing them to act this way?

Something is definately wrong.
Goldfish do not 'tend' their young. They do lay eggs and will eat the eggs or the hatched fry, so watch out for that.
Check all the parameters in the tank. Temperature, pH, lighting, etc... Make sure everything is right for the type of fish you have.
Possibly could be disease or sickness. If they show no outward physical sign of sickness and they are still eating, then it's probably not this.
Remove the plastic plant and see what they do,
Fish commonly hide under ornaments to escape from predators or threats.

Baby-juvenile fancy goldfish need 10 gallons PER fish. (orandas, fantails, moors, ryukins ect.)
Baby-juvenile long bodied goldfish need 20 gallons PER fish. (comets, commons, shubunkins)
Any sign of abnormal behavior shows that the water quality sucks and an immediate partial waterchange is needed. Be sure to thorougly vacume the gravel, and make sure never to go past 50 percent and that the new water is treated with the dechlorinator and it is the same temp as the tank water.
IF the fish are in the appropriatly sized tank, either 20 gallons if they are 2 fancys, or 40 gallons if they are 2 long bodied golds, then weekly 40 percent waterchanges should suffice. HOwever if they are in smaller tanks, then daily waterchanges are needed and you need to upgrade the tank size if the fish are to remain alive.

your tank could be too warm. Check the temperature of the water close to the top of the tank. If it is more then 75, you may need to turn the lights off for a longer period of time.

How often are you doing water changes? How long have they been in there? What is the water temp at? Did anything specifically change in the tank prior to this behavior?

do not remove the plant are there alot of stomping and sudden movements in your house? that could be the reason
