Arjuna belongs to Kshatriya or ruler class who is officially required to learn and be trained in all arts of war and fighting skills. Arjuna was an exceptionally brilliant student with keen observation, quick grasp of warrior skills and above all absolute concentration on target to be aimed as a sniper and a deep sense of devotion to his guru Dronacharya who realised the precocious capabilties of Arjuna as a preparation for some futuristic historical events and imparted all his best skills to him. Ekalavya belongs to Nishada sect or those who live in forests subsisting on hunting animals and also to some extent protect civilised societies living in cities from wild animals.Unknown to Drona for whom he had a deep sense of devotion and himself endowed with exceptional brilliance of learning martian skills he made an idol of his guru before which he taught himself up all the skills by devout practice. However human rule of adminstration requires certain protocols and procedures to be followed and mere personal brilliance is not a sufficient qualification to be vested with responsible authority.Drona appreciated the great devotion to him and also the extreme deft in disply of fighting skills by Ekelavya but feared a threat to his choicest desciple Arjuna from him .This may be because Ekalavya ,although highly skilled as a warrior many not possess sharp sense of discrimnation in judging truth from untruth and mischief commonly encountered in larger civilized societies and easily be misled and fall prey possibly to the tactics by Arjuna's cousin Duryodhana becoming a potential threat to him. Hence although highly appreciative and grateful to the devotion of Ekalavya Drona asked an inordinate Guru dakshina of amputated thumb of the palm with which arrows are let off and also in view of the fact that Ekalvya fomally had not applied to him and initiated as a recognised desciple worthy of training in such skills whose misjudged application might prove disastrous to humanity.

Both had probably the same amount of devotion for their guru
But Arjun never had to prove it physically
And Eklavya never had the resourses / social strata to avoid Gurudaksina's forfeit
