Hydroelectric power is making electricity from falling water. So you need a falls either natural or manmade at a dam, and a generator to turn to produce the electricity.There are places where they pump the water to the top reservoir at night when the rate is cheaper and use the same equipment backwards to produce electricity during the day when they can sell it for more.A generator produces electricity by moving a coil passed a magnet causing a flow of electrons in the coil. I'm not sure what exactly you want to know. Usually you need water at a high elevation. You place a turbine or something that the water will spin when it passes by it. There is usually an electromagnetic generator which will make the power (move the electrons).
If you are trying to make a small model you could find a small generator at radio shack, put a small fan blade on it and make the water pass through it to spin it.
It all comes down to making the electromagnetic motor spin.
