That is the lane that would connect to the exits and entrances of highways. You also expect that cars coming on the highway aren't quite up to top speed, thus the lane closest to them is 'slower' in a relative sense than the other lanes

what country are you writing from? In the US, the right lane is the "slow lane".
In the UK and Australia, the left lane is the slow lane.
Faster traffic overtakes in the other lane. The slower lane is used for turning off into generally slower traffic.

The right lane is used for merging and exiting a freeway and they have to slow down alot. Therefore the faster traffic should go around them to the left, leaving the slow cars in the right lane able to "do their thing."
