Which do I do first a 3 day notice or unlawful detainer the rent has not been paid for the past 15 days? Also where do I go to begin the process without using a lawyer or service at this time? Please be specific Thanks

You can get a sample of the form you will need from the Internet. Fill in the necessary information, and mail it to the tenant by Certified Mail, return receipt requested. Check the lease and see what it says about late payments. Sometimes, they have a threshold of 10 days, with late charges thereafter. If they don't pay within the allowable days, you can begin your eviction, which will have to be served by the Sheriff's Department.

Sadly you must pay to play in most States. Court cost's and 3 months wait in Ohio.
In Ohio also you can not file without paying the Lawyer first.

go to city hall and apply for a hearing in landlord/tenant court. You can get a three day notice if it was in the original lease.
