It means the singer was propositioned by a male prostitute in Japan. Hence the spoken lyric in the song...."I get my kicks above the waistline, Sunshine". I remember hearing back in the 80's the band members are gay.

Big in Japan was sung by Alphaville. I used to listen to them when I was in college. Never realy understood the lyrics, but the album is great!

If you look closely it probably refers to the memebrs being gay prostitutes
