No. However you can go to a National Rail station that issues Oyster and use them there.

Similarly, you can use London Underground Customer Charter vouchers at National Rail stations within the former Network Southeast area as long as the ticket you're buying has London Underground/DLR zonal validity. (e.g. a Travelcard would be available, but a ticket from Chingford to Southampton via London wouldn't).

No, They don't accept refunds from another train company, you can write to the concerned rail company and get the refund back.
