You can, but it will have to be a relatively large company (at least five to ten full-time programmers), and you need to be a marketing wiz.

You need not know how to program to start an s/w firm. All you ned to have is common sense, shrewdness and management capabilities along with adequate money. The Admin, HR are no programmers. You also have accounting section for salary. So if you can sustain competition in a good way and if you have it in you you can go forth. But also be sure what you do. Do not try big levels in the begining like developing a new OS. Though you might do it, takers would be less and you need a lot of marketing for that. Best to start with as an consultancy services firm than a product firm which needs more marketing and extensive programming and I an software engineer is ready to be the CEO. just kidding. If you have the right persons and everything rest properly set, you can go forth.

Yes! you can start the company without being involved in the programming, as long as you got good pool of developers who can work for you and you look the business development and I would be happy to be your partner if you are interested as I had been looking for a partner in the US where I can expand my business services, I have started my company from my back room and managed projects in past 3 years and now wants to exploit the US market in mobile arena.

Three fundamental things need to come together. 1) Application idea, 2) Being able to develop it, and 3) Money to launch it.

If you have all three, GO FOR IT!

If you don't have any of the three, FORGET IT!

If you have 1) or 3), FIND A PARTNER.

If you have 1)+3) or 1)+2), TAKE A CHANCE.

Best wishes!

Of course! If you have enough money, you can pay people to do all the work for you.
