I have just cleaned some antique Victorian brass lighting fittings. They are very ornate with all sorts of crevices in them. I used Nitromors Paint Stripper. Wearing rubber gloves and protective goggles, apply the stripper with a paintbrush. Allow the process to do its thing and when you see the paint shrivel up, take an old tooth brush to completely remove all the paint. Rinse with cold water when you have removed all residue. This job is best done out of doors or at least in a well ventilated area.

Gel paint stripper will remove the most stubborn paint from brass without any damage to the brass. Buy in a paint store, hardware store. Scrub afterwards.

use heat and heat only. Any strippers or anything like that will ruin the brass. Get the paint hot with even just a hair blower and use something with a plastic edge to scrape the paint off. It will come off pretty easy when it gets hot enough.

if the old paint is oil based you can try aceatone its an acid that only eats away at organic material and wont hurt the brass

Nitromoss or Nitromorse will do the job, it's a paint stripper.

Paint stripper & steel wool (grade 4, wear rubber goves)
then wash with warm, soapy water.

Stripper would get it off but it will also remove any other finish that's on it. Paint thinner might get it off but I kinda doubt it.
