Why would you punish them? Instead give them a reason to show up on time and you will be surprised how many show up early!
Punishing one for poor skills is ridiculous. Instead, praise them for showing up at all. They may receive the inner power to achieve even more! They will gain motivation to please! The praise they receive WILL GIVE THEM SELF ESTEEM verses tuning you out. For all of the creative but humiliating punishments they are receiving, what do you gain? Nothing except a power struggle!! Use their strengths to gain control over their weaknesses. Try a behavior modification program filled with incentives for doing well. Dwelling on weakness creates a very angry and uncontrolled youth. Create a behavior program that fits your students. Praise leads to self-esteem which leads to an inner control of ones own behaviors. Why waste your energy being a power head? Instead place the power in your students. They will gain respect for you and in the long run even more respect for themselves!

I'm not sure the age of your students, but I would consult with the principal first. Ask if it is okay to allow students who are late to stay behind class the number of minutes that they show up tardy. Or do the old fashion thing and have them write sentences 100 x's the minutes late (3minutes late= 300 times). Sounds harsh but if someone is 5 minutes late, they'll really try not to be late again. All in all, you should ask your higher ups what the proper procedure is for this sort of behavior. Because nowadays, teachers are restrained from doing tough love tactics. I would hate to see you get in trouble and possibly become suspended because Little Johnny's mommy didn't like the way you handle a situation on your own. Get back up from your bosses. Times have changed! Good luck to you.

before you decide to go for punishment, why not try to find out the reasons why they are always late ? sometimes, there are underlying reasons that made them come late everyday. For eg. a disadvantage family, where the child has to wake up at 5am in the morning to help out in the household chores, taking care of the younger children and preparing them to go to schools. Or they could be up early in the morning to go down to their parents food stall to help out before they go to school. I have known of such cases but the students is simply unable to express themselves and explain their way thru cos the teachers are already screaming at them and humiliating them in class for being late. Find out the reasons first instead of reprimanding and punishing them right from the start, if they are just wilful and often late for other reasons like sleeping late due to playing computer games or watching TV till late in the night, then punish them but supplement it with some counselling too.

May be it is a time for introspection. Why do you want to punish them? Do you want them to come to your class because they fear your punishment? Or are you trying to "tell" them punctuality is good? Have you checked whether they have genuine reasons for coming late? Have you checked whether they are always coming late for all other classes? Or is it only your class? If it is only your class what could be the reason for their tardiness?

Give them the correct punishment for being late! If there's something in the "rulebook" that states which crimes get which amounts of demerits, then shell out the demerits! the students will eventually rack up enough demerits to get a detention.

giv som sort of a quiz at the beginning of the class (a very easy one so that the people who are there on time, arent penalized), that counts as part of their grade, but don't allow them to make it up if they are late without a written excuse. That will definitely make them think twice about always being late.

I like the suggestion about making them sit facing the class.
Alternately, make the whole class stay in the minutes he or she was late.
Everyone will get mad, and his peers will bully him, until he stops. This way you don't have to think of an individual punishment.
Peer pressure will conquer all.
