Something that is "universal" means people from almost every country can use the product. Something that is "non-universal" means that only the country that made that product can use it in their country.
For instance, some DVD players and video game systems will differ from country to country. My daughter had a video game for her Playstation here in Canada, but when she travelled to Malaysia to visit a friend, her friend's Playstation was slightly different and would not play the game.
Also the way the power plugs in a residence differs from country to country (see link below for more details). People who travel a lot make sure to pack an adaptor for their "plugables" (like hair dryers and electric shavers).

Universe is a lot which we do not know and the Earth is not a part of this universe. Coz it has some living creatures which is not available anywhere else. So think like we are the virus infecting the universe. Its in the nature of humans to destroy themselves and their surroundings.
