Well, that is because you will only be safe and stable if your CG is LOW or you have a wide base.

According to my Physics teacher, Mr Ong, this is the reason why we squat down to ****.. cos lower CG, wider base *grin*

Dunno how true it is.. but it sure helped me remember my physics rules well.. hahahaha ;) Mr Ong said that 15 years ago.. and I can still see myself sitting in the classroom and laughing until tears came into my eyes when he told us that ;)

So.. if you stand on the upper deck, your CG will be high and it will be dangerous as you may fall or fly out when the buses swerve or suddenly come to a stop.

Put a weight on the center of the balancing scale nothing will happen but if the same weight is put on the edge of the balancing scale then the scale would slide down in that direction similarly the upper portion of the bus is the side of the bus and when too much weight is loaded on to it and when any turning takes place the people inside bus move towards one side increasing the weight in that direction causing the bus to slide down that direction meaning the bus would fall sideways causing accident.

Because the Center of Balance will be up top and cause the bus to topple over when it's making a turn resulting in physical injury and law suits.

Low bridges comes to mind. Decapitation is not a fun thing at all. lol.
