It would depend on the girl and the situation.
If they are in poor clothing, (i.e. doesn't fit, isn't washed, torn, etc... ) and look like they haven't showered or bathed, then it's probably a problem at home or in their lives. It could be a parent who never taught her about personal care, abuse, neglect, or an addiction. There are many reasons out there, but there is something deeper behind it. I don't think it's by choice.
Sometimes, she was just in a rush that day, or just didn't care because there were other more important things than clothing, hair, and makeup. She is clean, but not looking her best. I will go to the store without makeup or my hair done wearing old jeans and tee shirts. Grocery shopping doesn't need a full beauty treatment to get accomplished.
You would have to take each on a case by case basis. A women who just ran out of the house to pick up her kid from school can't be expected to look like a beauty queen or runway model. But a teenager who's at school several days in a row looking dirty and/or ragged most likely needs outside help.

Most women I find who don't take care of themselves are either because they don't care or because they are emotionally abused or maybe they think it's just a waste of time to put a lot of effort into clothing (mostly due to not affording good clothes) or makeup (again cause makeup can be expensive to buy). I always have taken care of myself and making sure I was "clean" and dressed well, but I didn't put on loads of makeup as I thought natural beauty was better, or just a little makeup when going out. I now put makeup on (still not a lot though) because I just found out that my fiance prefers women dressed up and in makeup (who knew!!!??? lol).

I think that girls that don't take care of themselves have low self-esteem.
But there's a difference between not caring what people think about you and having bad personal hygeine. No matter where you live, or how you grew up, there is no excuse for bad hygeine.
As far as what you wear and how you do your hair, for example, that is all about personal choice. Taking a bath should not be one of those choices. It should be a given.
It should be illegal for a person to smell, don't you think? Doesn't that infringe upon my rights? If I have to smell your funk, that should be punishable. I'm going to call my congressman...

I work with kids and one girl, about 14 years old, always comes in with greasy hair and never looks like she takes a bath. She also wears clothes that are too small for her. I know how she lives and what kind of environment she grew up in, so I understand. So I would go with "nobody helps them." She probably doesn't know any better.

My sister is one. Her two friends are, too. They don't care what they look like. I try and try to get them to fix themselves up, but they says it's too much trouble. So, from my experiences, the women think it takes too much time, money, and that it's not worth it.

Most of them I know smoke and drink so right there they are neglecting their bodies. There's one girl I know who is really emo and acts like life sucks yet she believes that only because she keeps telling herself that and she listens to these emo bands and feels like she can relate to their made up emotions.
