"Ghost phones" as referred to by law enforcement authorities is a phone like a trac phone that you purchase say at walmart for $20. When you make a call on this phone you cannot trace to who it belongs to or where it came from, only the number. That is why these phones are not liked at all by law enforcement. That is why these phones are referred to as "ghost phones".
