The police would have access to this info. You will want to contact them anyway, becasue without a police report, you can not get your insurance to pay, and because it is just wrong to hit someone's car and not stop. It is not behavior to encourage (people die becasue of it), and the best way to disocurage it is to get the police involved.

Go to the police, if they hit you car and left, let the police find the person. The person committed a crime against property.

Don't take the law into your own hands. Instead, call the police and they have the means to track down who hit your car. They can apprehend the culprit and hopefully you can get your car repaired.

i would say your local police station. tell them what happened, you might have to file a police report. give them the plate number, they should be able to look that information up for you.

just call the cops . it might interupt thier doughnut break , but they should still do there job
