To create web pages you can use Windows Notepad. Just type the coding and save it as HTML.
If you need to create a more professional looking website with ease, you can use Macromedia Dreamweaver. Unfortunately this powerful utility is not free.

I use Notepad++ for HTML editing, but if you want one like Frontpage or Dreamweaver, try NVU.
