A drug problem is just another way of saying a drug addiction where drug dependency has taken over a persons life and the sole purpose for being is the next fix.

When somebody is addicted to a drug they have a drug problem. It applies both when the drug is legal and when it's illegal.

It becomes a problem when you start craving for more (drugs).It is then called addiction.Then you become dependent on it.Then comes hallucination...,delusion.Most people did it out of curiousity.
