rating of the question, and no, you can't find out who rated it, answers can be rated as well, so people who coinsider an answer to be stupid can give it a low rating, doesn't mean anything, you don't gain or lose points.

thumbs up means GOOD question or answer
thumbs down means BAD question or answer
not many people read the answers, so the number of thumbs will normally be far lower than the number of answers.
If the person asking a question hasn't chosen a Best Answer, then after some time the Best Answer is based on whichever answer has got the best result in thumbs.
