I also believe it was a Filipino who wrote that.
Labsyah means Luvs ya or Loves you.
But, that is an incorrect usage of the Filipino language.
Or, it must be the other way around...an incorrect usage of the English language.
It is actually a "Filipinized" term for Loves you.
And, it's not used by conservative speakers of the Filipino language. But many young and modern Filipinos speak this way nowadays.
The formal Filipino translation for Loves you is Nagmamahal sa iyo.
And, it is quite long. There are people who like short cuts. Perhaps the one who wrote that was using text language, which is mostly written in short cuts.

Now, it has become a Filipino expression but actually, this is based on the English expression, I love you... In the Philippines, we tend to play with words and add some S to a word or a name just to make it sound cool. V in the Philippines becomes B (originally in out alphabet, we didn't have V), much of the vowels in English sounds like hard A in our language (so we say cAmp, bAnk, etc and even LAB for love)... Yah, as you know, is a slang word for YOU. And so we say LABSYAH...

LAB as in LOVE,
SYAH as in SIYA , a Pilipino/Tagalog word, which means YOU.
thus, LABSYAH, is a mixture of Tagalog and English words which is called TAGLISH, and spell out as it sound. Such word is usually used in texting.
