As I said, it´s specific, it is an error. I can do anything but only get in bios.
I need to get somewhere where I can write commands.

You can't access DOS through the BIOS! But you can get into the DOS using Windows boot disk, or if you have boot floppy, or a floppy with DOS installation, or with the third party boot disk that have DOS installation, or you can reach the DOS if you have previously installed windows (98,95) and holding SHIFT key while booting (I'm not 100% sure that it is shift key, but you can try, it will not harm your computer).
You can make boot floppy on another computer (read the help)

I understood that you, when power on the computer, automaticly get into the BIOS. The possible reason for this behavior is the error on the KEYBOARD. Check if your keyboard is working well, or try with other one.

BIOS is not accesible from DOS, only from your system menu during boot, BIOS is a EPROM programmed with firmware.
