Patrick Viera has collected a few in his time. But I believe the player is likely to be from La Liga, probably one of Sevilla's backline.
But Sinisa Mihailovic, now of Inter and Amadeo Carboni (formerly of Valencia) have had more of their fair share.

But you are wrong if you use red cards as your yardstick for the dirtiest players. You must look at yellow cards collected over a season. Robbie Savage regularly earns them for his ability to needle players.

A total of 142 red cards (including expulsions before red cards were introduced in 1970) have been given in World Cup history. Rigobert Song of Cameroon and Zinedine Zidane of France are the only players to have been sent off more than once. Song received marching orders against Brazil in 1994 and against Chile in 1998, Zidane against Saudi Arabia in 1998 and against Italy in 2006.

If you mean football in general I think it may well be Willie Johnstone who played for Glasgow Rangers and then West Bromwich Albion. He was always getting sent off.
