There's a bloke who does that in my local - loudly talking about his share prices and business dealing (as if anyone gives a damn). Tried and tested - pick up your phone, stand next to whoever and shout "SORRY, I CAN'T HEAR YOU, SOMEONE'S TALKING REALLY LOUDLY ON THEIR PHONE." Get's 'em everytime. :)

Have you ever thought of it that there might be a reason why they're talking loudly? Maybe either they or the person they're talking to hears badly or the other person is in a very noisy place.
If it really bothers you so much, you're free to walk away and find a more quiet place.

Grab their mobile and drop it in a large puddle! hahaha. It's one of my pet hates too, I have a mobile but if someone calls while I'm out and about unless its a total emergency I quickly and quietly tell them I'll call back when I'm home. So loud mobile users be a bit more considerate!!!!

Invent a gadget that would block any phone signals within earshot. Just make sure that it has an on/off switch, in case you want to use your own.

Carry a pocket air horn. You can get one at Walmart in the sporting goods dept. When the phone abuser is bothering you, just blast him!
