My sister does the same and at one point in her life her hands looked leprous.
I have suggested to her that she should learn some instant relaxation techniques such as deep breathing or light stretching. When you notice you are anxious about something - try not to obsess about it but rather centre your mind and try to be logical.
If you find you are chewing the skin around your nails - stop and try to understand why you are feeling tense. Then you need to close your eyes and in hale deeply and exhale smoothly. To a little stretching, even if you work at a desk job, you can extend your legs and feet and just rotate your ankles. Do the same with your arms.
If you don't feel comfortable doing deep breathing and light stretching in front of other people. Just take yourself somewhere private for 5 minutes and calm yourself down.
I know it can be frustrating to be doing what you do - but I do feel you could tackle it with relaxation.
You may also have feelings of low self-worth or resentment. Talking to someone who can understand would be helpful with that kind of tension in your mind. These habits are external manifestations of bigger problems sometimes. But you can do anything you put your mind to - why not?

1. Get help from someone who can help you figure out your stress triggers. Then try to deal with your stress in a positive way. Get help if you need to.
2. Learn the Serenity Prayer. There are many working websites to go to and do Serenity Prayer work online. Go to yahoo search and look up Serenity Prayer and Serenity prayer work.
3. Start to pamper your hands. Depending on your budget use hand creams and lotions or just plain vaseline. There are websites that give recipies for homemade hand treatments. Wear gloves when you can. If you are able, treat your hands before you put on the gloves. Cloth gloves as well as rubber gloves.
4. Start to pamper yourself. Learn to love yourself more.
5. If nothing helps, get professional help. If you don't have insurance contact a social worker in your area or human services and find out where you can go for free help.

First observe in which situations you get stressed, and watch your thoughts and feelings. Are these thoughts useful and helpful? Are there other ways to cope with the situation?
Second, speak to yourself in a reassuring and calming manner.
Third, replace your undesired behavior with a desirable one; for example, shaking your hands.
Fourth, when stressed, begin to breathe comfortably through your stomach, inflating and deflating it like balloon. Breathe in and out through your noise. You can also breathe out through your mouth to relax the facial muscles.
