Shes saying this, to make you think she really cares and feels guilty, when inside her mind shes think "NO WAY" am i going to pay half, its HER car and SHE parked there... shes just trying to be smart, but really her intentions are the opposite to what she is actually saying to you..
My friends offer to pay for my parking tickets, however because im nice, i say no its fine, and they dont even bother asking me after that, i mean if they really wanted to pay they would give me the money without hesitation, its not even about the money its the actual principle, if they never had the intentions of paying why actually offer, its contradicting!

well remind her. Maybe she does not know that you are ready to pay the bill.
But on the other hand, you were the driver - ultimately you are responsible for where you park. So there is an argument that says your friend is just being kind anyway. I personally would not take half , I would accept like a £10 towards it though if I was struggling for money.

If she does give you the money, accept it gracefully - you can always treat her to a film or something in the future if you feel you don't really want it. But if she keeps saying she'll give you the money and not doing so, try to say nicely but firmly words to the efect of "let's have it then" or just say you don't want it and leave it at that. And dismiss it if she mentions it again.

hold on one sec where did you park, if you parked on a public highway parking tickets issued by the council are enforcable, but if you parked in a cinema car park with a parking company controlling car park they are private land and unenforcable,
I once got a ticket from a parking company I had stayed 20 mins too late, they put a bit of paper on my windscreen printed to look similar to a police notice, but wasnt asked me for £25 just binned it. Cant trace by car registration civil matter police wont help them. just chancing it. Pc World in glasgow finnieston are run by a private company I love parking there.

Sounds like she's just saying that in hope that you tell her not to worry about it. I suppose though, you were driving the car and parked it there, not her, so maybe she has a point. It's horrible when that happens though, spoils a good night. :- (

she's just trying to play off that she cares. Next time she mentions it tell her well half would be x amount. Ultimately though she is not responsible for anything if you were driving so don't let it ruin the friendship.

If she wanted, she could quite easily put the money in an envelope and put it in your letter box - no fuss or attention needed. She doesn't want to give you the money really.

she's just talking and waiting for you to say no it's my fault since I was the driving I should have paid attention more and you should have.You also know never to lend money to her as she doesn't keep her word. Be for warned.
