Only the second one is correct.
You cannot "spend for". You can budget for, or allot for, but not spend for. To make the first sentence right, it would have to be something like, "I allot 5 hours for watching TV" or "I set aside 5 hours a week for watching TV"

Which one of them is correct? It is - I spend 5 hours a week watching TV.
But just to be difficult .... it should be:
I spend five hours a week watching television.
Mind you, I spend a lot more than five hours watching television, so you are better than me!
