wait for puberty to hit. If it doesnt increase look to surgery, i dont recommend it though, you are born with your brests why change how they are naturally

There are hormonal pills that can increase the size as much as 2 cup sizes, most of the testimonials I read the women gained 2 1/2 inches. http://www.bountifulbreast.com/about.html It's a better alternative than surgery, there are no risks or complications, you can do this in the privacy of your home and they will still look natural, unlike implants which tend to make the nipple look unevenly placed, either too high or too low.
Birth control pills only work for some people. I've been on them for over a year and a half and all I've gained was a 1/4 of a size.

Gain some weight. But it is hard to manage where to :(
Plastic surgery is the best option in my opinion. But don't forget the pain!
