why dont you just use some blog to do to that (http://blogger.blogspot.com , http://spaces.live.com , http://360.yahoo.com/ ...etc) or just create an online forum for the purpose (http://groups.yahoo.com , http://groups.msn.com , http://groups.google.com)

Why don't you try a blog for your advice line? They're simple to operate and easy to maintain.
