Rough:
Probably the Rough egg. Rough egg has jagged edges and may contribute to friction, which in turn will contribute to loss of speed. Boiled egg's hardened insides contributes to momentum.

Raw:

Now if they were given the same force, there's about 50% chance they'd both stop at the same time, and 50% chance the boiled egg stops first.

Wanna know why? Because if you want the speed to be equal, and start equal, you have to give the boiled egg greater force. Doing otherwise would give the raw/rough egg an advantage.

rough egg will stop first as the boiled will have more mass. Considering the velocity being equal, the force on the boiled egg would be more than the force on the rough egg. Hence the Rough egg will stop first.

In addition as said by somebody earlier, the rough egg will also be subject to friction due to the liquid contnent it possesses. The moemntum will also be disturbed due to this liquid content.
