If your shoes aren't the problem then you may need to stretch before running. hang your heels off of a curb and slowly dip them. Some people like to do repeat this process several times. I like to sustain it (as a long stretch). After that turn around and hang your toes over the edge. Point your toes down as for as possible. This stretch has helped me allot. You may want to make sure that you are landing on your heel and pushing off with you toes. This allows total use of your foot. Hope this helps and good luck

Two things:
1) stretch. The most effective stretches for shin splints is to have someone hold your feet in place. Then try to move them in all four directions (not at once, one direction at a time). Do it for 15 secs for each direction. Make sure there is resistance the whole time.

2) hills. To strenghen that muscle area, hills and stairs are the best. So get out on a hill or stadium (not sure if a stairstepper would work, i don't use them). Prevention is the best cure.

Maybe try a stationary over a treadmill. The high impact of running will often hurt people so don't aggravate it when it does. There are too many alternative exercises you can do that does not involve jumping or running which puts pressure on your shins each time you land.
