Reminds me of the classic joke about a lawyer's question: "When did you stop beating your wife?" I really don't think anyone got an instruction from a boss: "Go out there and spread hate and misinformation on Yahoo Answers." (Still less "and here's some money for doing it.")
I do think that some people are motivated by the political or religious or social position of their careers or jobs to say what they say on Answers. After all, they probably have that job because they either approve of the goals of the bureau or agency, or at least don't disapprove enough to be busy looking for another job instead of spending time here.
But government propaganda is not primarily spread by intentional, consciously instructed acts of anyone. It just gets treated as if it were truth by a variety of people, who then spread it to people who assume it is truth because of the source or because it is what they want to believe anyway, and so it goes.
Nothing absolves us of the responsibility for keeping our BS filters in good working order.
